How do I request an Absentee Ballot? Am I eligible to vote with an Absentee Ballot?

Absentee ballots are mail-in ballots for residents of PA-11 who are unable to make it to their home polling location on election day. They’re ideal for college students, deployed military persons, travelers with schedule conflicts, voters with disabilities, and more.

The deadline to apply for an absentee ballot is October 30, 2018.

There are multiple ways to apply for an absentee ballot, including: applying in Person at your County Election Office, Completing an Official Form, Sending a signed letter to your County Election Office. Learn more here.

You’ll receive an envelope in the mail at your home address which will contain a paper ballot, a return envelope, an instructions on how to fill it out. Mark your vote, place the ballot in the return envelope, pay for postage, and put it in the mailbox.

Your absentee ballot must be received by November 2 to count for the November 6 election, so it’s important to fill it out as soon as possible.

We support Jess King and Medicare-for-all national healthcare.

We are doctors, nurse practitioners, physician assistants and advanced practitioners in Lancaster and York Counties. We provide care to you, your family and your neighbors. We are privileged to live and work here, and we want the best for our patients and community.

Every day we see the benefits of the current government-supported Medicare program to our patients over 65 years old. These include a wide range of medical options, choices for care in different locations and medications. Medicare offers medical protection during inevitable health changes. It’s not perfect, but it is an invaluable resource for our community.

Every day we see the challenges of people under age 65 who don’t have Medicare. We see people without insurance who are fearful. We see those who can’t purchase important medications due to cost. We see families who delay care until a crisis hits. We see many who are confused by restrictions on which provider to see and which medications are covered.

As medical providers, we are frustrated daily by insurance plans that do not cover important medications, by hours spent on the phone with insurance companies and by money wasted in competing insurance plans. We are dismayed by the mediocre quality of our national healthcare despite the high cost. A Medicare-for-all program would increase efficiency, result in overall cost savings, and allow medical providers to focus on providing care.

Everyone in Lancaster & York Counties deserves medical care. Our current medical system is not sustainable. It does not adequately cover the needs of our community. As a county, state and country, we must begin discussions about how we will meet all of our needs. We cannot delay plans to provide for the health of our children.

These discussions are challenging. We must listen to each other, try to understand different viewpoints, seek the benefit of all and be willing to negotiate. We need leaders who understand the challenges of ordinary people and who are dedicated to these people rather than large organizations.

We support Jess King as our representative to ethically pursue healthcare for all of us, with compassion and dignity for our similarities and differences.

You may have seen my opponent attacking my Medicare-for-all proposal. He hasn’t been telling the full story, so let’s go through the numbers here.

The Mercatus Center, a think tank funded and advised by corporate billionaires Charles and David Koch, recently released a study showing that the Medicare-for-all plan proposed in the U.S Senate would cost roughly $2 trillion less than expected cost of our current healthcare system over the next 10 years.

Our current healthcare system, the study shows, is projected to cost Americans a grand total of $59.653 trillion between 2022 and 2031 (see pg. 6, table 2, sum of ‘Currently projected national health expenditures’). Medicare-for-All, which covers tens of millions more Americans, virtually eliminates out-of-pocket expenses, and includes dental, hearing and vision, is projected cost Americans a grand total of $57.599 trillion – $2 trillion less than our current system (see pg. 6, table 2, sum of ‘NHE under M4A’).

Now, 57 trillion is less than 59 trillion. But Rep. Smucker only wants to talk about the number 32 – the public spending that replaces the current private spending. And I don’t understand why he doesn’t talk about the rest of the study, because it seems we have an incredible opportunity to pass a policy that not only saves $2 trillion, but also simplifies things for small businesses and self-employed workers, eliminates discrimination against Americans with pre-existing conditions, protects senior citizens, and saves American lives by providing all of us with guaranteed medical insurance.

Under our current system, 27 million Americans still do not have health insurance. And millions more who do have insurance struggle every month to afford rising premiums.

Medicare-for-All would guarantee healthcare to every American and, according to a think tank backed by right-wing billionaires, would also save the United States of America $2 trillion.

We shouldn’t be surprised to find that Medicare-for-All saves us money. The U.S spends far more on health care than any other industrialized democracy. In 2017, the U.S. spent more per capita than any other country on healthcare: $10,209. Other industrialized democracies with national healthcare systems spent half as much per capita: Germany spent $5,728, France spent $4,902, and Canada spent $4,826.

Studies have repeatedly found the United States’ mostly-privatized healthcare system has higher administrative costs than systems in industrialized democracies. A 2018 study found that administrative costs of care accounted for 8% of healthcare spending in U.S, compared to 1% to 3% in the other countries. The existing Medicare program, on the other hand, has had administrative costs consistently stay below 2% – far less expensive than our mostly privatized system, and in line with the costs of other countries’ national health systems. If we replace an inefficient system run by big private insurance companies with Medicare-for-All, we would reduce costs across the board.

It is important to note as well that a Medicare-for-All system simply shifts the way we pay for healthcare in this country. Doctors, hospitals, and medical providers would remain independent. They also see the benefits of simplified billing and administrative overhead, rather than the byzantine private insurance company system we currently have.

It’s just common sense. And in addition to the savings in national health expenditures, families and small businesses would have more money in their pockets once we eliminate rising premiums and copays.

In 2016, the average family healthcare plan cost a total of $18,142, with the average American family paying $5,277 a year in premiums for private insurance. With Medicare-for-All, a family in Pennsylvania making the median family income in 2016 of $72,313 and taking the standard deduction would pay $1,733 a year in an income-based premium, amounting to a savings of over $3,500 per year.

I’d be proud to work with lawmakers in both parties to discuss how we transition to Medicare-for-All so every American, no matter how rich or poor, has access to the medical care we need.

Running to represent our community in Congress is a responsibility I take seriously. It means listening to concerns of voters across party registrations, and seeking common ground as we work to build an America for all of us.

Since beginning this campaign in the summer of 2017, I’ve held 52 public town halls so Pennsylvanians could share their thoughts and concerns, and ask me questions directly. As we approach Election Day, I want to provide another opportunity to discuss the issues facing working families in our district, and how we can confront corruption and gridlock in Washington D.C.

That’s why I’m announcing four more events before November 6th.

A Town Hall Tour for Working Families: Ending Corruption & Leveling the Playing Field

We’ll discuss how to end corruption by getting big money out of politics, and reforming campaign finance laws so elected officials work for constituents, not wealthy special interests. We’ll talk about how we can guarantee health care to every American, stand up to the big pharmaceutical lobbyists, and stop the opioid epidemic. We’ll discuss rewriting the rules of our economy to support small businesses, break up corporate monopolies, create jobs, and reduce poverty. And we’ll consider how elected officials and citizens can get past the partisanship that seems to define so much our politics, and lead with our shared values.

I look forward to speaking with voters who haven’t yet had a chance to hear from me.

I think the race for Pennsylvania’s 11th Congressional District should be an opportunity to discuss the issues facing working Americans. Unfortunately, my opponent has chosen a different direction.

Rep. Smucker is lying about me and my positions. It’s a tired playbook, and it’s a game I’m not going to play. As he said himself in our debate last week, you can go to my issues page and see what I think.

His ads do not reflect who I am or what I believe. But I do think they tell us something important about Rep. Smucker. He has decided that it would be best if his constituents are distracted and afraid.

Tens of thousands of us here in South Central Pennsylvania already worry every month about whether we’ll lose our health insurance, how fixed incomes will keep up with real estate tax increases, or whether our jobs will pay enough to make ends meet.

When so many of us are working harder than ever and still falling further behind, we deserve to know why our elected representative chose to cut half a trillion dollars from Medicare and Social Security – benefits that we’ve invested in. We deserve to know why our representative voted for a tax bill that overwhelmingly benefits multinational corporations and the top 1%, and balloons the deficit. We deserve to know why our representative voted to take away healthcare from Americans with pre-existing conditions. We deserve to know why he has accepted over $300,000 from corporate PACs since being elected in 2016, not to mention the more than $200,000 from the corporate gun lobby that helped him win last time.

On the issues that matter most to our families and our small businesses, it sure seems like Rep. Smucker is working for the lobbyists, and not for us.

And instead of addressing our concerns, he’s stoking fear and spreading distortions, just so he can go back to D.C next year.

I’m not going to follow my opponent down the path of scaring and distracting voters, because what’s at stake in this election is not about me or him. This election is about what kind of country we’re going to become, and who we are as a people. It’s about whether we can build an America for all of us, no matter who we are or how much money we make, or whether the wealthy and well-connected in D.C are allowed to continue stacking the deck against us. It’s about whether we choose to love our neighbors as ourselves, or allow cynical politicians to divide us with fear and bigotry.

That’s what I’m going to keep talking about. And even though I don’t like your ads, Congressman, you’re still welcome to join this conversation anytime.

Poll of PA-11 voters finds Jess King trailing Rep. Smucker by only 9 points – and closing the gap entirely after voters hear King’s message.

Lancaster, PA – A poll of PA-11 likely voters conducted by Public Policy Polling finds Jess King in a single-digit race with Rep. Lloyd Smucker, 35%-44%, with 21% of respondents still undecided. President Trump won PA-11 by nearly 26 points in the 2016 election.

Rep. Smucker’s lead over King nearly vanished when voters were given more information about each candidate. After voters heard that Rep. Smucker refuses to hold town halls and collects corporate PAC money, and heard that King declines all corporate PAC donations, the gap between the two candidates shrunk to a single point – with 19% of voters still undecided.

“Voters have a real hunger for a representative who will stand up to the establishment in both parties,” said Jess King. “Democrats, Republicans, and independents all are looking for someone who will work for the people of Pennsylvania – not the wealthy special interests who fund my opponent’s campaign.”

The PPP poll has more bad news for Rep. Smucker, beyond the race with King. Even before hearing King’s message, when asked whether Rep. Smucker deserved to be re-elected or whether someone new should take his seat, 41% of voters said re-elect Smucker and 41% of voters said someone new.

“It’s remarkable Jess King has made this race a single-digit contest less than two years after Trump won it by 26 points,” said Jim Williams, a PPP polling analyst. “And Rep. Smucker should be very concerned that – in such a historically Republican area – he is close to being underwater on favorability and as many voters want someone new as say he should be re-elected.”

“This race wasn’t seen as competitive six months ago,” said Becca Rast, the campaign manager with Jess King for Congress. “But as more and more voters hear Jess’ story and her vision for an America for all of us, we can see our grassroots campaign gaining a lot of ground very quickly.” Since Jess King began her run last summer, her campaign has hosted 51 public town halls and made over 400,000 phone calls to voters through volunteer-led phone banks. The campaign currently has over 25 volunteer-led teams running grassroots voter outreach operations across Lancaster and Southern York counties.

Public Policy Polling surveyed 552 voters in Pennsylvania’s 11th District from September 12th – 13th, 2018. The respondents were selected at random from registered voter lists. The sample was weighted to reflect expected 2018 voter turnout.  The margin of error for this poll is +/- 4.2%.

Our goal for this weekend’s Call Every Voter phonebank was to dial the phones of 100,000 voters in two days. We smashed that goal. We hit 133,704.
 
Hundreds of volunteers joined us as phone banks across the district and around the country, and we called 133,704 voters on Saturday and Sunday, demonstrating once again the power of this grassroots movement.
 
“Every voter matters.” That’s the heart of our campaign, that’s why we called 133,704 Pennsylvanians this weekend, and that’s why we can win the uphill fights – both in this district and in Congress.
 
Thanks to each of you who joined in our historic Call Every Voter event and made it such a resounding success. Let’s keep going.

I am humbled and honored to receive the endorsement of veterans and military families who are coming together with Vets for Jess here in South Central.

We all agree that sending our servicemen and women into battle should be our very last recourse – and that we must honor their sacrifice by exhausting diplomatic and developmental tactics first. When we continue to cut State Department funding, we need to buy more bullets and risk more lives. We also agree that we have a duty to protect and care for our veterans when they return home. The men and women who  put their lives on the line for our country have a right to health care, affordable housing, and higher education as they pursue civilian life in the United States. The families of our veterans deserve pre- and post-deployment support to ensure the best possible transition. If elected to Congress, I will vote to strengthen the VA – not privatize it, will protect the reforms of the Veterans’ Access to Care through Choice, Accountability, and Transparency Act, and will work to streamline and fully fund the Dept. of Veteran Affairs.
